Comcast raising rate without customers knowledge

Letter received Bulk Rate-no date on letter or envelope stating I'm paying the wrong rate. After a review of billing records should be paying $62.95. Since it was a Comcast error the Increase would be effective in 6 months increase by $7.00. Went on line to chat with agent and agent said "I was lucky to get that rate" and left the room. That didn't resolve the problem. Concerns me the letter was mailed bulk rate-the requirement for this type of mailing is 200 pieces. It looks as Comcast is just trying to increase our rates without going through the proper channels. I've had the same service approx 10 years and I haven't added any additional services to warrant any increase.
