Topaz Studs - jewelry quality and price

I ordered a set topaz studs and jewelry cleaner and they JTV sent me the cleaner and not jewelery today is the 10th day I have a ID number and know tracking number what's up with that company are they stealing because they have the funds! I'm not satisfied at all poor custumer service.
