Assessor took my money and refused to give me deed to home

I have a problem with the Yavapai County Assessor's office in Prescott.in December Philemon Wegener stole the deed to my home.in February Philemon Wegener died and the Wegener / Thomas family decided that my home is their free house.in July the Wegener / Thomas family was to give me back the deed to my home, in exchange for Philemon Wegener's belongings, which was a bunch of old furniture, old junk car, old clothes, old computer, old TV and some old yard tools. The Wegener family / Thomas famliy gave me a false deed that was written up by attorney Robert Miller and delivered by the Wegener / Thomas's attorney Catherine Schaffner.in July I paid the Yavapai County Assessor’s office $14.00 to transfer the deed back into my name, with the quit claim deed that attorney Catherine Schaffner, the Wegener/Thomas family gave me.in August I received a letter from the county assessor's office that the deed was not done through the courts and the personal representative was not appointed by the court. I was denied the deed to my home, by the yapapai county assessors office. The Wegener/Thomas family did not do any of the legal paper work to give me back my home. Not even a death certificate that Philemon Wegener was dead. The Wegener / Thomas family decided to keep my home as their inheritance. I bought my home in July and was the sole owner until Philemon Wegener stole the deed in Dec. 2008. I would like the Yavapai County Assessor's office investigated because the county owes me $14.00 plus the interest for over three years since they refused to put the deed back into my home. Even though Philemon Wegener stole the deed to my home.

Second problem to investigate the Yavapai County Assessor's office for taking money that they are not entitled to... I paid $14.00 to home stead my house back in 2003 or 2004 and my house was already homesteaded in Arizona. They refused to give me back my money. I believe the Yavapai County Assessors owes me the money and interest for paying for the home to be homesteaded back in 2003. How many other people have been rippped of by the county assessor office???
