Im not geting my bills just late payment

This is my second compliant directed at Florida Power And Light co. I am still having issue with FPL and the billing…From the last time the part of the resolution was that FPL was to take me off the email billing and send me the paper bill….. Some weeks ago I came home with no power I called FPL they told me I had not made a payment on the new address and I was behind $63! Now I moved to a new address in Deerfield Beach on 5/15th on 6/5th I received a PARER bill for $30. Just a couple days after I paid that bill the next month I did not receive a bill but did call the csr # to check the balance on the account during that call I found out that I had a balance on the account due that day. I attempted to set up a payment arrangement and the only option was for the next day FPL DID NOT GIVE ANY OTHER OPTIONS… so I accepted the arrangement made $60* payment 2days later I come home and my lights was off. I called fpl to get an explanation they told me that I did not keep the arrangement. Agreed with all that is happening in I may have miss understood the arrangement. (to payments $80 the next day and $60 in five days)…… So I paid the amount to reconnect the service Now I needed to understand why I haven’t been at the address for more than 2 month and was getting so mane past due billing and the only bill I received was for $30 also y I received a $30 Bill and when I called fpl I had now owed $140 and now even after I paid $63 still have a past due amount of $133 with another bill due next week ive only been at this address for going on 3 months and have made more payment s to FPL then rent ……. 1. The reason the agent told me for not receiving the paper bill is because I set it up for email (my rebuttal ; the resolution fpl and I had from my last complaint is that they would start mailing my bills and so y am I now getting emails and why did I get a physical bill for $30) 2. They say because the I was taken of the budget billing I owed them more money (My rebuttal; the amount they say I owe is $70 more than my average bill so how did fpl calculate that amount also it is not made clear when signing up that you can owe them money if they take you off…also they told me the reason they took me off was because of the past billing issues, have had issues before and not taken off) Now I have my pregnant Girlfriend in the house on bed rest until her due date of 8/24th And just received a final notice 3 days ago to pay $133 by today or the service will be terminated I am I hardly think its fare the way FPL decides to bill people how can I get a final notice to pay I 3days when I didn’t get a regular notice….. Now i have a pregnant woman in the house with no lights or electricity for the next 5 days… also they did not give me any notification about taking me off the budget billing and not they are asking for so much money in so little time there should be more regulation on FPL on what they can and cannot do we don’t have any option in Florida and it’s not like I can say the hell with FPL or electricity……they are asking me to pay an amount that is not reasonable with today’s economy in to little time how can that be right……I can’t afford what they are asking me in such little time they are unwilling to help or even try to understand all I get is a group of agents and supervisors that is trained on justifying the companies actions and not give solutions or help to anyone…i. E me.
