Over charging with no explanation

My husband and I just recently signed up for DPI electric service and we paid the initial start up fee of 89.00 on Feb 17th, in which, they assured us that we were only going to be paying 89.00/mo plus tx that would bring our payments at 109.00/mo. They told us that the initial payment of 89.00 would pay for 30 days of service. We never received our first bill we had to call in to find out when our bill was due for April they told us that their system was not working why we didn't receive a bill but we owed 108.36 and it was due on the April 7th. Now that was two weeks later. Okay, we made a payment arrangement until the 17th of April. That was for almost 30 days of service. Well within that time on or around April 27th, we received another bill for 334.78 saying we had a past due amount of 194.26 that was due on April 5th; and another 147.00 was due for the month of May. Then 3 days later received a disconnect notice. We made payment arrangements to pay the 194.26 on May 7th, and the 147.00 on May 21st. That 147.00 is for the month of June. Here it is May 25th and We received a phone call from the collection dept and was told that if we had a new bill for the month of July for 68.73 that's past due and if we don't pay it our lights will be cut off.

I called them on each one of these bills they say that they're estimating our monthly bills, and billing us in advance, but we have being paying these electric bills every two weeks for the last 6 weeks, now it's another bill for the month of July that's due and it's still May. Now, if we're suppose to be paying for 30 days of service then we should be billed a week before our new bill is due that's how all prepaid services are paid, I have a prepaid cell phone and that's how it works. Also, I contacted Oncor the electric company that supplies the power and meters they said that none of this adds up to what their meter readings are and their meter readings are read 2 1/2 weeks after we receive a bill, plus they haven't even read the meter for June or July yet.

So DPI is estimating peoples bills, " Well this is what we're going to charge them because, this is what we think they will use and if they don't pay we will cut off their lights". We live in a small efficiency apartment and there's no way we use that much electricity. They also said that their basing their estimates on previous usage but our previous usage was 109.00 so how did it jump from 109.00 to 194.26 & 147.00? Their ripping people off out of their money and don't care because it's not them! If anyone has a lawsuit pending I would definitely want to sue them as well, for the harassing calls, the money their ripping people off, and the rudeness of the CSR's
