William Cecil Grace, (slick Willie) drives around the Phoenix Arizona area looking for fresh innocent victims that he can defraud out of money, cars, boats, jewelry, and basically anything he can convert to cash quickly. He operates by claiming to be an experienced licensed contractor for which he usually shows a false contractors license from the Registrar Of Contractors here in Phoenix Arizona.
He also was a Notary Public and was using his Notary Public stamp as a tool in which he was able to "legally steal" motor vehicles, trailers, boats, etc.By falsely notarizing mvd documents, titles, etc. Then converting them into his own name. However, it is my understanding that someone filed a complaint against him and had his Notary Public revoked.in the 1990's, Willie The Hippo was arrested and charged with Schemes to Defraud and other Felony charges involving motor vehicle theft.
William Cecil Grace has a very specific patern which he has used for over 10 years and mostly got away with it. He lies to the victims by claiming he's an experienced licensed contractor. He then gives them a very low bid along with lots of make believe "mumbo jumbo" talk as to how he will make this job a top notch job. He then asks for a deposit, then hounds the customer for draws constantly claiming the need to "pay his employees". Then, before you know it, the victim (customer) has almost paid him the full amount of money on the contract, while the work is nowhere near completion.
His goal is usually for the victim to "throw him off the job", this way his defense is almost always that he would have completed the job had the customer (victim) not thrown him off the job. If the customer complains, Fat Willie does several things or a combination of all. He usually threatens and intimidates his victims with bodily harm for them and their families. (see Maricopa County Superior Court Number LC200400035-001DT) When the customer/victim files an order against harassment against William Cecil Grace, Grace immediately appeals these orders while not having to pay any Court Fee's because he claims to be INDIGENT!
The Maricopa County Superior Court looses almost $300 for every Court action Slick Willie is involved in because he swears to have no money to pay the costs. This is accomplished by and thru his partner and wife, Nancy Grace. However, his partner/wife uses her maiden name, Nancy Kragl so that it gives the appearance of a non related situation.
Slick Willie then sues his victims/customers and places liens and lis pendens on their properties so that these victims either:
A) give in to Slick Willie's demand of a few thousand dollars to "go away", or
B) Hire an attorney for thousands of dollars, and, when the customer/victim wins and receives a judgment for any amount of money against Willie The Hippo, they can never collect because William Cecil Grace is judgment proof! Or
C) The customer/victim could attempt to got to court themselves just like Slick Willie did but run the risk of doing something wrong and having the lien remain on the property. One such customer/victim fought back and won an over $15,000 judgment against Willie The Hippo. (see CV2004004081 Maricopa County Superior Court)
