Received this charge on my T-mobile bill last month. I always respond with cancel to any spam texts as to avoid this issue and still incurred the monthly charge. This really should be illegal. The $9.99 in monetary damages only covers the up front damages and does not account for the time it takes to fix something like this. For the amount of time I will spend on the phone trying to get my $9.99 back, it will end up costing me more than $9.99 in time.
