Shortly after I moved out of the Cove on 44th Apartments in Phoenix, Arizona, I was hearing from a collection agency. The money they were demanding included several hundred dollars in damage to the floor of the apartment I had just vacated. Apartment Manager, Annette Beltran was accusing me of "dragging furniture across the floor" and causing all the damage. I didn't believe I had done any damage to the apartment floor and told the collection agency to send me a copy of all the paperwork. Sure enough, the only work receipt provided for work done to the floor was for the original installation of it long before I moved out. There was never any damage done to the floor, this was a scam; seems like an attempt to have the same bill paid twice.
The Arizona Attorney General's Office reports that if they receive enough fraud complaints against a company/manager to show a pattern, they will take legal action. If you are a former resident and have also experienced being scammed by Apartment Manager, Annette Beltran at the Cove on 44th Apartment Complex in Phoenix, Arizona, you should file a complaint with the Arizona Attorney General's Office for consumer fraud.
