Received a silver plastic envelope from USPS. Told to sign here on USPS delivery receipt. Then handed the package with chinese writing all over it with a customs declaration amount of $1. Having no idea what this was opened package and inside was a plain black cloth grocery bag. No receipt, invoice, nada. Didn't know what to make of this at first. Then did a google search and found this site. Checked paypal and sure enough on 10/8 ordered the above item (jacket) from a website (supposedly in London). Paypal is now showing payment to IL RUOKAI in China for this same amount. Have filed with paypal and will wait and see if I get my $ back.
