Refund Requires Mailing Wrong Tote Bag to China, $26 Postage

I put in a claim for a refund of money in August from Ben Shoes, who instead of sending shoes sent a piece of garbage Hannah Montana tote bag. PayPal, which is supposed to protect the consumer, will refund my money IF I send this tote bag back to China, which will amount to $26 for postage. That is almost as much money as I am trying to recover. Does that make sense to anyone?
