Cece Mor has ripped off innumerable people. The handful that has shown up here has to be just a tiny fraction of those of us who have been conned by this man. He lied to me repeatedly and has attacked my character and the character of many others in an attempt to invalidate what we say. He is VERY angry that his game has been exposed and has threatened me repeatedly.

I think that if we all go to the police and press charges against this thief, maybe they will stop him, especially if several people call with the same complaint.

In the broadest sense, a fraud is an intentional deception made for personal gain or to damage another individual; the related adjective is fraudulent.
The specific legal definition varies by legal jurisdiction. Fraud is a crime, and also a civil law violation. Defrauding people or entities of money or valuables is a common purpose of fraud, but there have also been fraudulent "discoveries", e.G.in science, to gain prestige rather than immediate monetary gain.

Elements of fraud
Common law fraud has nine elements:[3][4]

A representation of an existing fact;
its materiality;
its falsity;
the speaker's knowledge of its falsity;
the speaker's intent that it shall be acted upon by the plaintiff;
plaintiff's ignorance of its falsity;
plaintiff's reliance on the truth of the representation;
plaintiff's right to rely upon it; and
consequent damages suffered by plaintiff.
Most jurisdictions in the United States require that each element be pled with particularity and be proved with clear, cogent, and convincing evidence (very probable evidence) to establish a claim of fraud. The measure of damages in fraud cases is to be computed by the "benefit of bargain" rule, which is the difference between the value of the property had it been as represented, and its actual value. Special damages may be allowed if shown proximately caused by defendant's fraud and the damage amounts are proved with specificity.

THE EFFECTIVE FRAUD REPORT:
A correctly organized and written fraud report cuts down on the time required to catch the con artist and provides a solid base for the Prosecution. Additionally, the sooner you act, the better the chance you have to get your money back.

Catch the bad guys!

Okay, you've decided it's time to call in the cops.

They are going to want to know exactly
What happened.
Where it happened.
How it happened.
When it happened and in what sequence.
Who was and is involved.
You must be properly prepared to speak with the authorities, or valuable time and leads will be lost. Correctly assembled, a concise and organized account of what happened is your most valuable asset. This account, or report, is called a Narrative.
The better prepared and written the narrative, the faster law enforcement agencies can act to apprehend the con artist.
A precise narrative provides police with an immediate trail to follow.
It helps you to get a grip on what happened and why.
It helps law enforcement see a clear picture of what transpired.
It is an invaluable aid to the Prosecution.
It helps prepare you to be a better witness for the Prosecution.
