Kathy Kosior-Nelson is Manifestly Incompetent to Supervise Felons

In my observation, Kathy Kosior-Nelson, Specialist in the Special Offender Unit of the United States Probation Office in Boca Raton, Florida is not competent to supervise ex-cons on probation.

I came into communication with Ms. Kosior-Nelson in March, after I was defrauded of professional services by Howard Needle, a probationer under Kosior-Nelson's supervision.

Research revealed that Howard Needle had served 30 months in federal prison on extortion and racketeering convictions associated with the FBI's Operation Wooden Nickel.

Here are some of the worrisome behaviors I witnessed on Ms. Kosior-Nelson's part.

1) Another of Howard Needle's current economic victims tried to call Ms. Kosior-Nelson's attention to credible indicators that Howard Needle is currently engaging in domestic abuse. Ms. Kosior-Nelson brushed off the intelligence, and said that she had "no knowledge" that Howard Needle had any history of domestic abuse. However, online court records show that previously, courts have issued Orders of Protection against Howard Needle in favor of his ex-wives. How can a probation officer not know that a probationer under her supervision has previously had orders of protection issued against him? And, when directed to the records for the orders of protection against Howard Needle, Kosior-Nelson made no comment of any kind in their regard.

2) Howard Needle defrauded me of magazine articles and associated services he contracted from me. When this was brought to Kathy Kosior-Nelson's attention, her remedy for the situation was to instruct Mr. Needle to "return" my articles to me. Obviously, if the PDFs of my articles were on Mr. Needle's computer, he could send me the files while still having them on his computer. He would still have the materials needed to sell my work to others without paying me. Equally obviously, I already had my articles on my own computer. So it is reasonable to ask what Kathy Kosior-Nelson thought she was accomplishing by instructing Howard Needle to "return" my articles to me. Furthermore, Kosior-Nelson in instructing Howard Needle to "return" my articles was actually giving him a cover for the crime of defrauding me. He could then say that he had complied with his probation officer's instructions.

Is the public safety well protected by a U.S. Probation Officer giving probationers cover for the fraud they perpetrate and the crimes they commit?

Given that Ms. Kosior-Nelson was not technologically aware enough to realize that Howard Needle would still have my articles in his computer after "returning" them to me, there are grounds for doubting her mental competency for supervising him, period. What other lame, ridiculous, ineffective instructions is Kathy Kosior-Nelson giving Needle, when Needle's current frauds and/or other crimes are brought to her attention? What similarly lame instructions is she giving other probationers under her supervision?

Not only do I believe that Kathy Kosior-Nelson's job performance merits closer public scrutiny; I also think that the job performance of *her* superiors merits closer scrutiny, in the interest of protecting the safety of the community.

And, what do you know, but that while on Ms. Kosior-Nelson's watch, Mr. Needle passed creative work had from another person on to a different publisher? That person discovered her work published in a different magazine, quite by accident while flipping through magazine pages in her hair salon. She has yet to be paid for her work, commissioned originally by Howard Needle. Right under Kathy Kosior-Nelson's nose, Howard Needle is defrauding people of their professional services while enjoying economic gain for himself from the defrauding. Needle has a long, long history of involvement in economic fraud, easily researched online. What does it say that while he is on probation, his U.S. Probation Officer Kathy Kosior-Nelson can not keep him from defrauding additional victims? Furthermore, Ms. Kosior-Nelson represented to me that she has "no authority" to communicate with the police about Howard Needle. Can it really be true that a U.S. Probation Officer has "no authority" to communicate with the police about crimes being committed by a probationer under her supervision?

And one other matter; Ms. Kosior-Nelson scolded me for giving her work e-mail address to another of Howard Needle's current economic victims. U.S. Probation Officers are civil servants, paid with tax dollars. Why would their work e-mail addresses be private?
