Not payment of Sub-contractors and Insuffiecent electical protection

This contractor insist on installing electrical panels, wires, and breakers thats are not rated for home use. And does not pay his sub-contractors when the job is finished. He also takes alot of shortcuts that can be very unsafe in high winds. He also employs people that have absolutley no experiance in doing the electrical installion and getting another contractor to pull the permit.
