BBB BBB gives A rating to a SCAM & Fraudulent company. How?

I have been reading so many ripped-off complaints about the is company called Signet Financial Group— they seem to never give refund to any consumer as promised.

Poeple have filed the complaints even with US Attorney, and Fed Trade commission.

And yet this Organization gives them an A rating.

So what is the credibility of this organization?
Is it not possible that BBB itself is being funded by these corrupt organization.

I have seen other examples of this absurd rating.
