I ordered $9.99 nail clipper and got that plus one for $19.99 and shipping was $21.96 for total $51.94

I ordered one nail clipper for $9.99 plus S/H. I recived that clipper plus an additional clipper costing $19.99 and the shipping and handling was $21.96 for a total of $51.94.
I thought I was ordering something costing $15 to $20 at most.
