Selling sick chihuahua puppies ripoff

I was looking for a chihuahua and found an ad in the PennySaver.

I contacted Pablo on May 1st and he said that he had 12 puppies for sale. When my family and I arrived we didn't see one that we wanted. The majority were males and the few females he had weren't the color I wanted. I explained to Pablo what I was looking for and he said that he had a litter in the back and that he had one female left that was the color we wanted. We waited in the front and he went to the back to bring the puppy out. She was only 2 weeks old so she wasn't ready to leave her mother yet. He said that he would hold her for us and that we could pick her up on May 29th. This would make her six weeks.

My husband, my children and myself went back 3 times to visit Tootsie (we already had a name picked out for her) before we finally picked her up on June 7th. She weighed 13oz. When we got her. The evening I brought her home I noticed she had worms really bad. Now mind you, I had never purchased a puppy this way and now I wish I hadn't but Pablo never explained anything to me except for the kind of food to feed her. He claimed that she had been eating hard puppy food for the last 2 weeks. He didn't mention anything about worms or her health or anything. He did say that the vet would not give her her shots yet because of her weight.

I took her to a vet on Sunday which was the next day to see about having her dewormed. This vet wouldn't deworm her because of her weight. She seemed to have somewhat of a appetite only on this day and she wasn't very active—she began to eat less on Monday and started vomitting—even less on Tuesday and on Wednesday I came home for lunch to feed her after stopping by the grocery store I picked her up some baby food but low and behold she had taken a turn for the worse. She was very lithargic and very weak. I phoned a vet and I was able to take her in within a few hours but she was very dehydrated.

I contacted Pablo and all he was willing to do was give me a beautiful deal on another puppy when he had one avail. I decided to have her treated, I thought that after she was on a IV for awhile and got rid of the worms she would be nursed back to health by the care of the vet and everything would be okay. But unfortunately $500.00 and 3 days later she died. She had severe worm infestation and died from a catastrophic seizure that she had on Wednesday. The diebetes is heredetary. I found out when we picked her up that Pablo allows the dogs to breed indiscriminately.

When I contacted Pablo again to let him know that Tootsie had died, all he could say is that he'd give me a beautiful deal on another puppy and I asked one more time if that was all he was willing to do for me and he replied "yes". I have done some extensive research on the rights of consumers when purchasing a puppy and in the state of California I legally had 15 days to take the puppy to a vet to have it certified as unfit and I could either take the animal back and get another puppy or have it treated by a vet and the breeder is responsible for 150% of the vet bill. I am having some trouble though in finding out who enforces this law. I need to know if it is the Dept. Of Agriculture or the Animal Control?
