Refuse to refund accidental multiple payments, continuous "bans" from site Online Only

My daughter was given permission to pay for a half-year account at Pony Island, which was paid for through paypal. When she hit the paypal button, it was frozen. So, she hit it a bunch more times, waiting for some kind of confrmation that payment had been sent. It turned out, she had paid for the same account many times over. Paypal refused to refund any of the money, saying that I should not have given her permission to use Paypal. So, that shows how little integrity they have to begin with. Then, my daughter gets banned from using the site time after time because she is breaking some kind of PI "rule". Most of the time, it was for responding to the many bullies in the forums. They pick on a single person, and when the person tries to defend themselves, they all "report" the person and that person gets a ban. NOT the bullies. The site administrators refuse to do anything about this problem. Some of these "bans" have been a full month long.

As a paying customer, I don't give a darn how many "repeat bans" a person has gotten - being banned from a site for such pettiness is ridiculous and this company should be investigated.
