Ripoff - I threatened to sue for breach of contract and was told by Larry, "Go ahead, I own this town."

I wondered when somebody would finally get the guts to report this bunch of SCUM! Richwood Properties, aka Mary and Larry Garner, are the worst! And the previous authors are 110% correct - the city of Morgantown condones this scum's behavior; would be interesting to know what city officials are dependent upon Larry Garner's payoffs!

I rented an apartment from the scum at 441-A Dallas Street in 2001. I rented the apartment on a 9 month lease, paid $375.00 per month, $150.00 (off-street) parking fee, $50.00 pet deposit (1 neutered -declawed cat, and a $500.00 cleaning/damage deposit. The apartment I rented had two bedrooms; I PLANNED to use one for a study (I was a grad student and at the time was doing extensive research = LOTS of paper! I was assured by Larry that my lease was for BOTH bedrooms.

Within 3 weeks of my moving in, I came home to find Larry's daughter coming out of my apartment. When I asked what she was doing, she said "checking smoke detector batteries." I went in and checked out my stuff and found that my jewelry box and dresser drawers had been rifled! Two rings and $150.00 were missing from my jewelry box! I went straight to Larry and complained that his daughter was in my apartment and that some "things" were missing - his reply: "Huh! Too bad... You have insurance?"

I called the police and was told they would send an officer. The officer came alright - AFTER stopping to talk to LARRY! I was told (by the officer) that I should be more careful and lock my door when leaving! MY DOOR WAS LOCKED!

To make a long story short, I called the city of Morgantown to complain about the officer and the Garners and was told "We'll see what we can do." That was 2 years ago and nothing was done! I saw Larry's daughter wearing my ring just a few days after it was stolen.

Approximately 5 weeks after signing the lease, I came home from class to find all my research material in boxes and sitting in the kitchen. Why? Larry had moved another tenent into my apartment and given HIM the second bedroom! Mind you, this was MY TWO-BEDROOM APARTMENT! I went to Larry and complained that 1) I had already rented the apartment - BOTH BRs, and 2) I WAS NOT sharing an apartment with some guy I didn't even know! Well the answer shocked me, "So get to know him", said Larry. I threatened to sue for breach of contract and was told by Larry, "Go ahead; I own this town."

I told him I wanted to cancek my lease and would be out of his cockroach infested, leaky plumbing, trash-ridden, apartment within 24 hrs. I moved, but Larry kept my deposits and sued me for the remaining 7 months on the lease. The off-street parking I paid for - never happened - I lost that fee as well! And as for my ring, my parents were both killed in a car crash 3 days short of my high-school graduation. They had that ring made ESPECIALLY for a grad. Present. There wasn't another one like it in existence, so I KNEW it was mine when I saw it on slut's finger!

As for some other points raised by the previous authors: Yes - all the trees have been destroyed - "Morgantown - the Tree (less) City." Yes - drugs are rampant in Garners apartments; his son is a dealer! Yes - the trash is outrageous; Larry had BFI remove all the collection dumpsters that serviced his apartments.

YES-YES-YES: When I moved in I was told to let my cat go anywhere he wanted, especially into the "neighbor's backyard." I was also told to make as much noise as possible so the neighbors would move and Larry could buy their house! Sorry Mr and Mrs "J", but I just could not do that to you!

Finally, Larry has EVERY apartment he owns? (they were sold, for non-payment of taxes, yet he continues to keep them (dummy corp and scummy tactics?) over-rented; 10-15 people living in three bedroom apartments. He warns tenants to "disappear" when and if code enforcement officials come around. And if you are a female, don't be suprised when you are told that there are "things" you can do for Larry and his son, Ashley, which will make your stay in their apartments "easier."

Complaining does no good; the city refuses to accept the fact that this scum is no good. BTW, Larry's wife, Mary knows what's happening... When I approached her in regard to getting my ring back, she replied "you f*g people (students) think you're better than the rest of us? Why don't you just admit that Ashley won't sc*w you!" Real sweet public school teacher there folks!

I haven't given up a legal pursuit of my money and ring, nor the harrassment from the Garners; just have to wait until I graduate and leave Morgantown. Given the way Garner gets away with murder here... I might get the chair for complaining!
