I was just reading one of the few reports I could find on this subject. I too had the same experience with the all apps portal.
After trying by e mail to get my money refunded I called the customer care line number that is given to you when you are setting your site up. The rep asked how he could direct my call and I politely told him I needed to speak to accounting, his response was "uhh hold on". I was then put on hold where I sat for twenty mins. I know because of the timer on my phone.
I then remembered that I had kept all of the e mails regarding this mess and found the sales reciept for my "site" I called this number for 2checkout.com toll free 1/877/294/0273. I gave them my order number and verified some info and was politely and promptly refunded my money. I hope anyone who reads this can use the info to thier advantage.
