Negligent Security Practices - Child Rape in Carrington Place

Carrington Place apartments was at one time a nice place to live. It's becoming a ghetto and management turns a blind eye to every crime. There have been SWAT teams breaking down the doors, car break-ins, and even child rape in the complex.
