Completed offers and terms October $2500 Visa gift card never shipped or received

I have signed up with TopShelfBrands Brandarama to receive a $2500 Visa gift card. I completed the 14 offers, met all the necessary requirements and mailed them the voucher so I could receive this gift within 6-8 weeks (according to their web site).

They received the voucher and the status of my gift on their website changed into 'CONFIRMED TO BE SHIPPED' Dated October. This was in October!

Now as I have said. I have completed all the required offers and mailed the voucher for this site and my gift had been confirmed to be shipped for almost 16 MONTHS.

I have emailed this company frequently for the past year about the shipment status of my gift and every single time they had told me that they are working on shipping gifts for my month and that they should mail it soon. The last time I called them and they informed me that they were working on shipping gifts from August and were running behind.

Yesterday 1/25/09, I received a letter from this company, Mpell Solutions, that tells me to buy up to a $2500 purchase or gift card from any retailer, mail the receipt with yet again another voucher and a copy of my pictured ID license to get reimbursed for the highest amount purchased on that receipt up to $2500; I should then receive the check in another 8-10 weeks.

Let me be clear that My gift was supposed to be shipped in 30 days. When I had called customer service they informed me that it is not actually 30 days but 6-8 weeks. After 8 weeks there was nothing.

Here we are after 16 months and they are asking me to spend up to $2500 out of my own pocket to get up to $2500 back from them??? Within 8-10 weeks??? My gift was supposed to be sent out 6-8 weeks from October. This is not a gift, this is fraud. Let's do the math; my account should be up by $2500, not down $2500!
This is a complete ripoff!!! I was counting on this money to pay for my daughter's tuition, not go buy myself something that they MIGHT reimburse me for? What is my confidence that I would ever receive a $2500 check from them - absolutely zero. Something needs to be legally done to put these businesses out of business.
