Billed my elderly parents for phone service thay did not get

My elderly parents changed telephone service from AT&T to another telephone company. AT&T continued to bill my parents without providing telephone service for 31 months. My mother did not know any better and paid AT&T's bill that they continued to send. I caught the problem when my father died and I took over paying my mothers bills. I brought this to Sandra at AT&T customer service attention 22 months ago and she had a refund check sent for only half the amount owed to my mother saying that there company policy will only adjust back 18 months of bills and I would have to go to arbitration to resolve the matter. A company as large as AT&T should be able to correct there own error and give a full refund for the whole 31 months and not balk over $511.54 still due my mother. I had given up on expecting anything from AT&T until I found the complaint website and thought that you might be able to help. My parents AT&T account number was under the name James Bumgardner. If you can do anything I know my mother would appreciate it. Thank you.
