Company issues an activation form for coupons to redeem gas, then doesn't pay. Florida

I was issued an activation form for $100 worth of gas. There were 16 rules to follow to redeem the money. They then sent 5 $20 coupons which also had to comply with the 16 rules.

While on the activation form it says that the gas receipt must be in exactly the amount on the coupon $20, the coupon itself says the maxiumum amount of the gas check will be $20, implying it could be less.

I sent in a gas receipt for $19.99 and it was denied. When I spoke to the young lady she comfirmed that I did not adhere to the rules on the original form. Because the receipt was for one penny less, the coupon was not honored. Had it been for one penny more, I am sure they would have said the same thing. This is blatant fraud and I am outraged that they are allowed to do business this way. They should be fined.
