Increased my APR form 10% to 30% with no explanation

With no explanation they took my interest rate from 10% to 30%. They said that they sent me mail indicating that this was going to occur with no explanation. I don't recall receiving it and asked them when I called that a message of this importance should have been also communicated to me via phone and e-mail.
