Monrovia Designs Brian Meyer Fraudulent unauthorized charge on VISA check card

Noticed unauthorized charge on my VISA check card when reviewing my bank statement. I have never heard of this company. With all the complaints I've seen against Monrovia Designs, you'd think something would have been done by now.

Would like to know why the credit card companies have not prosecuted him since he is in violation of VISA and MasterCard's merchant operating regulations. I would also like to know what credit card processing company is allowing this person to run unauthorized transactions.
