When you book a flight on Travelocity they offer a $20 rebate if you complete a short survey. As part of the survey you are asked to provide your credit card number ostensibly to get the credit. Shortly after this your credit card account is charged 14.95 a month for Passport to Fun and another 14.95 for Shopping Essentials. Both these charges continue indefinitely until you are able to stop them.
To add insult to injury I never did get the $20 rebate. I have attempted to get a comment from Travelocity but they are treating Passport to fun as a bona fide organization and appear to see nothing wrong with this practise.
It would appear that when they offer the $20 you are actually transferred out of Travelocity to the Passport website although this is not evident from your screen.
I have to assume that Travelocity is being paid for this service so it would appear that they are using this mechanism to sell credit card numbers to a third party without the customers knowledge.
