They issued me a credit card of 250 limit n when i received it i was charged 198 fee and i only had 70 edollar credit left

I received a credit card from premeir bank and was suppose too have a 250.00 limit and when i received the card i only had a 70 dollar availaible credit and was billed 198 card fee could i please receive help so i dont have to pay something i didnt get
