Ripoff take money from bank account without authorization

This Company Prime Mutual MasterCard has a web site that tells you you can apply for a credit card with no fees. And by just apply I have now been charged 159.95 without my authorization and still have not recieved a card from this company. I need help on getting my money back. I have emailed them several requested to cancel this card with no responce. And the number they give you does not let you speak to an actual live customer service assistant. To top it off it says if you wish to speak to a live operator they charge a dollar per min. Please tell me what I can do to get my money back and stop this from happening to others.
