This offer appears to tell you that you have definitely won $1,000, 000 to be paid in 30 installments or as a lump sum, but an insert in the envelope makes it clear that the $15 you have to send is actually the sweepstake entry for a sweepstake being run by Westport Enterprises Inc, Kansas City MO, 64116-1092.
The very official looking letter makes no mention of the fact that it is a sweepstake. The letter is signed by one Stuart B. McClellend. While there may really be a sweepstake, in the insert it says that the odds of winning the grand prize should not exceed 300,000, 000 to one!
