Outstanding bill from other account that i didnt open

I set up new service then a couple months i get a big outstanding bill they said come from other account that i didnt open so they charging me for the full amount they want let me talk to n obody about this i really been tryyin to gyet this fix for like two years now im sitting in my apt with no lights just hot
