Since Accord took over HOA this spring, the property manager had decided to violate HOA rules/regs by allowing sprinkler system to repeatedly turn on and off in the WEE HOURS OF THE MORNING, disrupting sleep of the homeowner whose wall is common with the water system mechanism. However, for eight years previous, this was never an issue because the previous HOA reps simply programmed the sprinklers to run in the later evening. Furthermore, the property manager has lied about what he intended to do about this problem, and failed to answer homeowner's questions via e-mail.
