I purchased a watch from 3Gwatches to be shipped to a friend in LA. Their website states that all purchases will be shipped and deliver to and signed by an adult. I paid through PayPal. As this parcel was not received by my friend, I contacted PayPal and lodged a complaint. PayPal contacted the seller and he provided a shipping/tracking number. The tracking number provided the information that the parcel was left at the door and NOT receiptted by an adult. PayPal claimed that the seller has lived up to their obligation by shipping the item. Now I'm left without recourse. I feel that the issue is with the seller and the shipper (UPS). I shouldn't have to pay because the shipper did not comply with the shipping instructions and got a signature
