Teller does not issue receipts

I paid $52 for 4 movie tickets. I asked for a legal receipt after paying in cash. They only accepted cash, no credit card which I find very unusual in NYC or anywhere else in movie theaters. The woman cashier said, they don't issue receipts and that the stubs (four of them for each ticket, no normal fifth stub) should be the receipts. I demanded for legal receipts because the stub are not legal as they don't include all the necessary information that a legal receipt should have. Since she did not give me a receipt, I went to the manager's office in a different floor and I asked for the legal receipt. I got a manually written receipt after explaining that by law I should get a receipt. I felt like, why do I have to demand for receipt and go out of my way when it is by law the receipt should be issued upon payment.

From the Dept. Of Consumer Affairs website: Receipts. All receipts in New York City must include business name, address, license number (where applicable), a list of itemized purchases, and a separate statement of tax. Businesses must provide a receipt for any sale of $20 or more, and upon request for any sale from $5 up to $20.
