I was charged 12.97 for the months of Sept and Oct on my bank account I have not signed up for anything

I have been charged 12.97 for two months in my bank account. I have not authorized anyone company to deduct these monies from my account. This is fraud and a federal offense and I want to ne reimbursed for this and the people proscuted!
