ATT the worst internet service in California - AT&T U-verse service

I am literally getting upset by the way the AT&T UVerse internet works. Too slow connections than the specified speed of 12MBPS. Their advertisements are fancy but they are not keeping us the promised and poor customer service. I came from India and AT&T is the worst customer service provider in USA. Not the worth for the money I am paying. Its really monopoly in our residential community
