Rates are scandalously high and there are no enforceable regulations to keep them in check. Competition would offer the solution - rates historically go down at least 15% when consumers are given options - cable TV (not just Time Warner) literally has a stranglehold on consumers. Teddy Roosevelt fought against the monopolists more than a century ago - who do we turn to now? In the meantime, I'm trashing my cable boxes and going to internet TV as well as just picking up a book
