Phillip Licata did not pay promised fee for agreed web design services

Phillip Licata of SkateBoard Crazy did not pay money that was owed for web design services. He is a rip off artist who gets his site (s) designed for free because he refuses to pay what he owes. Even after a 70% discount Phillip Licata still refused to pay what he owed. Do not trust this person to pay you for your services.
