Company took money from paypal account to make premium account. But did not give username and password Internet

I wanted to download a file which was in upload.com, there I signed up for my premium account. The site redirected to paypal to complete the order. After completion, I received the receipt of the payment but, did not get premium account that I signed up for.in a way, they took money from paypal but didn't give that service.
