Fraudulent mismarked batteries

I purchased a battery for a Dell D820 with a 3 year warranty that was sold as a 7800mAH, 8500mWh battery on eBay from Laptopz-outlet. I use an app called "notebook batteryinfo" to monitor the charge, life left and original manufactured specs. The battery I received was marked 7800mAh but was in fact a 6600mAh battery. It causes me to wonder, if the manufacturer lied about that, what are the safety features like and how cheaply made are the solid state electronics inside it. The seller who is listed as Laptopz-outlet appears to be Yall, the actual manufacturer. I was offered a refund, but how many others bought that aren't aware of the truth? Since they appear to be the manufacturer they should know that they are misrepresenting the product and commiting fraud.
