Digital River Purchase a registration key a week still havent got it. Asked for a refund they said yes and now they say no

Purchased a registration key after downloading a trial software product.

Didn't receive the registration key. Asked for a refund.

Several days passed and they wrote back they would honor the refund.

A week later from purchase date, they now say they won't honor the refund.

The transaction processed against my credit card and now I have no registration key and they are trying to bully me by not offering a refund.
