Online dealer ripoff

I ordered 2 memory chips from an online dealer. They were pc-100 memory and i never recieved them, now i'm thinking to myself that its just a problem in shipping, i realize they came from my home town, Buffalo NY. I lost $25.77 in the deal and i am mad.
