North East Ohio (Cleveland) Shoddy Customer support and very slow internet service 10 am till midnight

Time Warner Cable has gave me one too many problems and I am getting ready to switch Internet Service Provider. For the last 3 to 4 months I had very bad connection speed. They advertise them selves as High Speed Internet which is around 5 to 8 MBPS. The internet speed is never that fast until midnight hits, since 10 am till midnight my service is horrid ranging from 100 KBPS to 400 KBPS not any faster. Also many times there is tons of packet loss and I can't watch videos on the internet, do any of my online gaming well can't do almost anything with that type of speed.

For the last 3 to 4 months I have been calling to have this issue resolved every time the problem was blamed on something else. First time they blamed the problem on my modem which of course wasn't the case because my connection was always perfect at midnight. Second time they blamed it on my router because I didn't have Time Warner supplied Router which wasn't the case either. I have done some trace route commands and the problem is pointed at their routers taking too much traffic in my area (duh). By the time they told me the truth I was on my third month of calling and this is what they told me. "Our Engineers are aware of the problem with our networks and routers in your area and are on it and the problem will be fixed soon".

I asked the Representative how soon is soon. He said "I don't know", then I asked him will it be 3 months 4 months a year? He said it won't be a year that's all I know. I just about exploded from anger and that's where the conversation ended and I got off the phone with the person.

A month later things got even worse my connection speed is almost non existant around 100 KBPS and less. What the heck is going on why won't they fix this problem? So I called them back yesterday had the same conversation all over again and them agreeing with me that my ping is really high. They told me same thing about the network being congested in my area and that the Engineers are working on it. Again I asked them the same question about how soon this issue would be fixed the same I don't know came up again. How soon would it be fixed "I don't know" then I asked will it take a long time like over 3 months the person said "yes it most likely will take a long time" after that I told him I guess there's only one solution to this problem and that's switching to another internet service provider. This next line gets me, with a very calm voice as if he didn't care at all said "yeah ok" this proves Time Warner Cable of North East Ohio does not care for their customers at all!

PS. They did give me a cut in price for how fast my internet is really worth but with the speed I am getting I believe I should be paying maybe $5 a month or maybe have the internet even free.
