I sold a mobile phone on ebay in october/november last year. I kept the postage receipt for approx 2 months. I then disposed of it assuming if there were any issues, 2 months is plenty of time to raise it. Not long after, i got an email from paypal saying that the buyer was disputing the transaction as it was never received. It was very vague. I emailed paypal explaining exactly what happened so a chargeback dispute was filed. They then told me they had to wait 75 days for the buyers credit card to decide whether they'd pay for the transaction or not. Suffice to say, they decided not to pay, so i was left to pay, plus additional charges that paypal had added. It then turns out that the "buyer" didnt even buy the phone and the credit card company say the card was used illegally by a third party. Anyway, i disputed this saying it was unreasonable to wait so long to report this problem. Then paypal offered for me to take out insurance with THEM so if it happened again i'd be covered, but having to pay them a monthly fee. I didnt bother with this. Then paypal decided to change the currency of the money i owe, to euros, thus increasing what i had to pay to clear the debt. Then they said i have to file a police report to take it further and then paypal will charge me another 7 for the privelidge! I dont know what to do, but now paypal are threatening to take action to recover what i now owe them. 85 and rising! Is it worth filing a police report? Is there anything else i can do? Can i legally refuse to pay?
