Initial low first charge is worthless. Then want larger charge to use product

Company's advertisement offers cure-all for computer at $19.95, total cost. However, after paying $19.95, the service that is installed is worthless unless the next step is taken for an additional charge of $39.95.

I.E.initial fraudulent offer and then additional charge to accomplish the results originally promised.
