Sold me a traffic reseller site and hosting for 1 year and just vanished Poof Gone! Abilene

I purchase a traffic reseller package, website and hosting for 1 year unlimited traffic not to expire until may paid in full...
All of a sudden, my site is gone, his site is gone and all support emails are returned and he does not answer his phones nor respond to his personal email...
This has cost me a lot of money in customer refunds and also left my current customers in limbo as well as myself...
