Offered their service, did not provide the service that was advertised. Called and was told website was down for upgrades and when asked web site got mumbled letters

Ordered this website and was not provided the services. Was charged 197.00. Would called to get web site and was told website was down for upgrades and call back in 72 hours. Woild call back and was told website was down again for upgrades and call back in 48 hours. When you do cal;l back you get someone on the loine who does well on the first part of the website, but as you get close to the end you can't understand the last letters of the website. Went to the website today and there is no place to sign on and register just all the complaints from people who have fallen for the same scam.
