Flawed policies cost me over $1000 Onforce.com

I first started on Onforce.com under another provider (Armando Oyola).in the beginning he would pay me here and there for the work I had done. But with no reason, he just stopped paying and this went on for a month while I was still doing jobs, he just kept coming up with excuses.
Then he just started ignoring all my attempts of contacting him. At this point I contacted Onforce and let them know what was going on. They attempted to contact him with no response, this went on for a couple weeks. They said they would suspend his account, but never did. Now they left it up to me.
If you are not familiar with onforce, there are provider supervisors and techs. The tech does work under the supervisor and the supervisor receives all the funds. The problem is that onforce takes no responsibility for ensuring that the techs get paid.
I did over a thousand dollars in jobs under Armando Oyola and he refuses to pay me. Can anyone help, Please!
