These folks offer to get you a GENUINE driving license from an EU state in lieu of your US or other license. The site turns up tops in Google searches, looks authenic. They are very responsive till you actually make the purchase. You fill up an online form and then make a band or wire transfer to a Budapest bank. And that's when you stop hearing from them. They will not reply to your emails, and you end up without their address or phone number.
They charged me 450 Euros and have disappeared. Only now I find this guy Harry Flashman's name associated with previous frauds dlswap.com, secondlicence.com reported on complaint. Apparently these two sites were doing exactly the same thing but were shut down last year. Now the guy has returned with a new domain name, but is doing exactly the same business. This time the bank details are:
