Com Promised payouts never made

It is known by now that on the internet there are a lot of "Pay-to-read-emails" or "Paid-to-click" programs.
What do they do?

After one joins one of the programs, they provide advertisers' links or send e-mails with advertising links in them. Once the user clicks on those links he is credited an amount (in cash or points) to his program account. When the user reaches a certain amount defined by the program, he usualy have the ption to request payout to his online accounting program (such as Paypal, e-gold etc).

There are many programs of this kind out there, that are honest and paying on time and in full.
There are programs that are clear and straight that say that they will not pay the user with actual cash, but with a kind of "redemption for advertising", meaning to use their virtual earnings or points to -again virtually - "buy" advertisment for the user's site (if he has one).
But. I came accross a site (silvanamails.com) that doesnt do any of the two.
They state in their ToS and I quote:
"Payments:

Members may earn by receiving paid-emails and visiting the advertiser websites after they have entered their member ID in the area on the website provided by silvanamails.com. Members may earn by referring new members to the silvanamails.com program. Members will earn a percentage of advertising revenues collected by silvanamails.com. Payout rate is not guaranteed or defined, it's based on site incomes. Payout time is not guaranteed as well and may be seriously delayed.

Members will be paid via AlertPay / Check / E-Bullion / E-gold / EMO / EvoCash / IntGold / MoneyBookers / MoneyOrder / PayPal / Sfi Pay / StormPay / UniClear / Western Union / Wire Transfer. Silvanamails.com will pay members when their balance reaches the minimum payout rate set by silvanamails.com.

Once the member has reached payout they may request payment. Payments will be made within 30-90 days or a reasonable time after. Upgrade members recieve payouts much faster."

Which in simple words means: when you reach minimum payout, ask for the money and within 30-90 days or a nit more, we will deposit those money in your online account manager. I have reached that point long time ago.

On April 19 i reached their minimum payout point. Sitting? 1,600, 000.00 $ (yes, 1,6 million dollars).
Of course it is out of the question to get paid that amount. Anyways, I asked for it, just for the sake of it, I received an automated answer giving directions on how to request payout, something that i have already done and then silence. I checked my account in the site and it was showing that i have received the amount i asked for. Not in my online account manager though (paypal).
This is how it looked like (partially):
Cash Debits
Free Member Cashout $1,600, 000.0000
Total Cash Debits: $ 1,600, 000.0000

Because there was a lot of time lost to reached that amount and of course many hours in front of a pc screen and because i hate to see people trying to scam naive people like this (quote from their FAQ page):
"When am I paid?
After your payment request is made and your account is in good-standing we will issue payment to you within 30-90 days or a reasonable time after. Upgrade members recieve payouts much faster."

And

"Platinum member fee is $1000 for a lifetime Membership. Only $495 before 12000 members!
Gold member fee is $600 for a lifetime Membership. Only $275 before 12000 members!
Silver member fee is $200 for a lifetime Membership. Only $95 before 12000 members!"

So to get paid fast, pay us first 1000,600 or 200$.

I am willing to go after them. I hate this kind of people trying to manipulate and take advantage of naive people.

Thank you

P.S. There are some more programs like this on the internet. I am sure people involved in this kind know them well. I can name them if anyone is interested, but in general they are of the same kind.
