Rip off. Sells merchandise online and never ships it florida Internet

The seller was supposed to ship a set of 4 chrome rims to me. I payed him via paypal and he never shipped the merchandise. My credit card agency and paypal were unsuccessful in retrieving my funds of $450. I must now contact federal authorities to investigate.
